Willem van Immerzeel,
Founding director of DEXCEL International
Managing director DEXCEL-Peru

Willem van Immerzeel is agricultural engineer, MSc from the agricultural University in Wageningen, The Netherlands with 27 years of experience working in developing countries. A considerable part of his experience concerns project management, as team leader in several projects, project design and evaluation.
Mr. Van Immerzeel is appreciated as expert in:
• Major water management infrastructure (irrigation, drainage and flood control), Operation and Maintenance, working in Bangladesh, in hydrologically complex water management systems.
• Large scale participative people’s capacity development system of extremely poor populations in severely degraded areas. He designed and implemented a capacity development system (Pachamama Raymi) based on farmer’s knowledge management.
• Design of innovative and successful projects, effectively eliminating extreme poverty, at low cost. For example, in Bangladesh, for the ADB, Mr. Van Immerzeel designed and implemented the “lease-maintenance agreement”, which provides the Bangladesh Water Development Board with free maintenance of (sea-facing) embankments, while extremely poor flood victims are settled and receive the right of use and permanent housing on and next to the embankment, which gives them (food) security.

Mr. Van Immerzeel designed and participates in quality certifications, which implies the definition of standards based on best practices and evaluations through objective comparisons to these standards.
